Union Public Service Commission is the authorized central agency to release the eligibility details such as UPSC age limit or IAS age limit for the UPSC IAS exam.
UPSC publicizes the notification for Indian Civil Services Examination.
As said by UPSC, the registrations for Civil Services Exam begin from the month of February and the Prelims is commenced in June.

For each category, there is a different age limit.
UPSC Pattern 2019
UPSC Examination is held for the recruitment of leading IAS, IPS and other Group A officers. The recruitment process is in the progress through the year in three phases.
Stage 1: Preliminary exam has appeared under the management of UPSC in May/June. It is an objective type question paper with two papers – one is General Studies, and the other is CSAT for 400 marks (200 marks each).
Note – Marks are removed for incorrect answers (1/3rd for every wrong answer), and CSAT paper is qualifying in nature (66.7 marks needed for qualifying).
Stage 2: UPSC Civil Services Mains Exam involves 9 papers which are of descriptive type. There are 4 General Studies Essays and 2 Optional Papers contained within for merit. English and Language papers are qualifying in nature. Mains exam is frequently organized in the month of October/November.
Stage 3: Those applicants who attend the Mains exam will be considered for the Interview. On the basis of Mains and Interview score, applicants are suggested by UPSC. UPSC put out the final recommended list in May/June.

Lower Age Criteria
For each category, the lower age limit for students participating in the UPSC examination is 21 years. Age limit is estimated on August 1.
